Dover. It was established by William Penn, who laid out the city's Green in 1683. The Green was (and still is) a common area surrounded by shops and taverns. One of the taverns of American Revolutionary War era was called the Golden Fleece, and it was the site of the first ratification of the United States Constitution. Dover has two distinct historic districts—a colonial district and a Victorian district—where tourists can enjoy the broad sidewalks and shade trees.
Population: As of 2009, the U.S. Census Bureau estimated that the population of Delaware was 885,122 residents.
